The diversity of practice owes partly to the fact that HIAs are undertaken for a wide array of policy-making that spans many sectors, levels of government, types of proposal (policies, plans, programs, and projects), and degrees of complexity. 2006). The HIA team was assisted by an advisory committee, but it appears that the committee was not involved in the scoping. It was concluded during the screening phase that an HIA would add value to project outcomes. Scoping should therefore entail a deliberative process that involves engagement of stakeholders.
